Abstract: Contraposing the current hospital information system characteristics and construction process of weak scope management situation，In this paper, the information system project management as the theoretical basis, the process of thinking being introduced into the scope management.The whole scope management process is divided into four stages: collect requirements，define scope, draft WBS and control scope. As a basis for the construction of hospital information system project scope management model. And proposed the stakeholder analysis method, the decomposition sub project method, the formulation of the change control process and the use of the method of change analysis software.Thus the effective management and control of project scope, to ensure the project on schedule according to the quality of the completion.
