摘要
目的 探讨推进我国药品应急管理体系建设的方法和路径。方法 通过梳理我国药品应急管理体系现状,从药品应急管理机制、法制、预案、队伍等方面深入剖析当前应急管理体系建设中存在的问题。结果 我国药品应急管理体系存在药品应急管理机制亟待优化、应急法律体系有待进一步完善、应急预案体系不够健全、应急队伍亟待建立、应急平台建设滞后等亟需解决的问题。结论 建议从优化药品应急管理工作机制、进一步夯实药品应急管理法制基础、完善药品应急预案体系建设、积极推进国家药品应急平台建设、加强药品应急支撑体系,以及药品应急管理队伍建设等6个方面推进我国药品应急管理体系建设。
Abstract
OBJECTIVE To explore ways and paths to promote the construction of drug emergency management system in China. METHODS By analyzing and summarizing the current situation of China's drug emergency management system, this paper analyzes the problems existing in the construction of the current emergency management system from the aspects of drug emergency management mechanism, legal system, plan, team and so on. RESULTS There are some problems in China's drug emergency management system, such as the mechanism of drug emergency management needs to be optimized, the legal system of emergency response needs to be further improved, the system of emergency response plan is not perfect, the emergency response team needs to be established, and the construction of emergency response platform lags behind. CONCULUSION It is suggested to promote the construction of China's drug emergency management system from six aspects: optimizing the drug emergency management mechanism, further consolidating the legal basis of drug emergency management, improving the construction of drug emergency plan system, actively promoting the construction of national drug emergency platform, strengthening the construction of drug emergency support system and drug emergency management team.
